The photographer/filmmaker, Sam O'Hare, used a special camera lens on a digital still camera to take photographs that make a normal cityscape look like it's a miniature model. Essentially the area of focus for these "tilt-shift" photographs are constrained, typically to the center section of the image. Everything above and below it becomes out of focus, creating the illusion of miniaturization. O'Hare took some 35,000 rapid-fire photographs throughout New York City, and strung them together to make this film. It's really amazing.
